Review queue

A review queue is the list of submitted documents waiting to be assigned to a reviewer and worked. It is the point where a customer's paid request becomes a unit of staff work, and in a well-run service it shows enough to plan that work without exposing the documents themselves.
Definition
Between "the customer has paid" and "a reviewer is reading" sits a queue. It is easy to treat as plumbing, but its design decides how fairly work is distributed, how early turnaround risk becomes visible, and who can see what about a customer's submissions.
Three ideas define a good review queue.
Entry follows commitment. Documents enter the queue once the customer has accepted the quote and paid. Anything earlier is still the customer's to change or withdraw, and queuing it would commit staff time to work that may not happen.
Assignment is explicit. Work leaves the queue in one of two ways: a reviewer claims a document suited to their skills, or a review lead assigns it. Either way the assignment is recorded, and it is that record — not queue visibility — that grants access to the document's content.
Visibility is metadata. People who plan the work need to see what is waiting: the module, the size, the turnaround commitment, how long it has waited. They do not need to read the document to plan, so the queue shows the facts about a submission rather than its content.
The common mistake is to equate "can see the queue" with "can open everything in it". Separating the two is what lets a service plan openly while keeping content access narrow.
Why It Matters
Turnaround problems start in the queue. A document that waits too long before assignment will miss its commitment regardless of how quickly it is reviewed. A queue that surfaces waiting time and workload lets leads act early, and one that keeps content out of view keeps planning from widening access.
